We have elections for a board of review. There are three positions open and one alternate. We have five or six people running. They are not running for position 1 or position 2... they are just running. Is it legal to have to voters vote for four individuals and have the top three get the open positions and the fourth get the alternate position?

Hold the election for the three open positions first. Then hold an election for an alternate.
