A majority vote is sufficient to let the nonmember be present and sit at the board's table (or to speak when no motion is pending). A 2/3 vote is required to let the nonmember speak in debate. What matters is what one does and only members have a right to attend, speak, and vote at meetings. Non-members may be invited to attend and speak (but can never be permitted to vote). But the fact that you're sitting at the table doesn't necessarily mean that you've been permitted to speak.Note: "members" means "members of the body that is meeting" (in this case, board members at a board meeting).
