Our by-laws only state that expenditures "outside the scope of the approved budget" must be voted on.So far as RONR is concerned, all expenditures must be approved by the assembly (either by vote or by unanimous consent). If your Bylaws grant somebody authority to spend money without the approval of the assembly, it will be up to your assembly to interpret those rules.
