He didn't attempt to vote, but he participated in the discussions. It was not brought to our attention he was attending prior to the meeting.I cannot locate what rules we are to follow for his participation. I believe he shouldn't vote, but also, I was thinking there were rules stating that visitors to the meetings cannot participate in the various discussions. Thanks for your help!
