The question is if holding a public meeting must there be a time for public comments before the meeting can be adjourned?

As far as RONR is concerned, "public" is just another name for "non-members and, as far as RONR is concerned, non-members (of the body that is meeting) have no parliamentary rights.

The assembly (the members present) is free to admit or exclude some or all non-members and, if admitted, is free to let them speak or not.

Your rules may vary.
