When a fully paid up member applies for leave of absence and does not attend the business meeting, are they still counted in membership numbers to determine whether there is a quorum present for any voting? Your rules (e.g. bylaws) might. But if they, too, have nothing to say about a "leave of absence" then there is no such thing.
