Quorum for soliciting information

If a committee wants to solicit input from non-members, is a quorum and/or vote necessary if the information will be used by the committee for future discussion and not for making a final decision?

A quorum is only necessary at meetings and the committee can only make decisions at meetings. The actual soliciting of information could be done outside the meeting (e.g. by mail).
