Guest Guest Posted August 9, 2011 at 07:11 PM Report Share Posted August 9, 2011 at 07:11 PM Can the public talk at a village board meeting, outside of the public comment time? Can a board member, or board president go to a committee meeting of which they do not serve, and interject there opinion whenever, or do they have to be on the agenda? Can employees talk during the village board during times they are not on the agenda?
Robert B Fish Posted August 9, 2011 at 07:24 PM Report Share Posted August 9, 2011 at 07:24 PM At a meeting, only members of the group that is meeting have the RIGHT to speak in debate. (They also have the rights to attend the meeting, make motions and vote.)The group may allow guests to atend the meeting and it may also allow them to speak, either during debate or during a specially noted time (such a "public comment"). If it does, it may establish the rules for such participation and may change them at any time. The statutes applicable to your village board might affect the situation but these are the rules per RONR.-bob
