Guest Dale Posted September 13, 2011 at 03:56 PM Report Share Posted September 13, 2011 at 03:56 PM Our Church has a Church Council elected by the membership. Periodically members of the congregation who are not on council will attend without notifying the Council President. Some times they will speak on issues and other times just sit there and say nothing. Is this permissible? Can they get on the agenda by prior notification to the President? It's up to the council to allow them to attend and speak, a two-thirds vote being required to allow them to debate a motion.
