Is it permissable to add 3 new Standing Rules and change another without any notice to the members of the organization? The ByLaws make no reference except as to changes of Bylaws. The ByLaws make no reference except as to changes of Bylaws.Standing rules may be enacted by majority vote without notice, and amended or rescinded by any of a) a two-thirds vote without notice a majority vote with notice c) a vote of the majority of the membership without notice.Special rules of order may be enacted only by two-thirds majority vote with notice, or by vote of the majority of the membership without.
