A church wants to vote on whether or not to keep a certain type of assembly that is not included in the list services that will be held by the church in the by-laws. What do the members vote to do, make an amendment to the by-laws or just vote on keeping or omitting the service and record ti in the minutes; and does that make it permanent or just until someone introduces it for a vote again?

This is unclear. What is the proposed motion or the intended effect?

A church wants to vote on whether or not to keep a certain type of assembly that is not included in the list services that will be held by the church in the by-laws.

If, by "keep", you mean preserving the status quo, then a motion to do so would be out of order since the same result can be achieved by doing nothing.

If you mean to add something of a class of things (e.g. services) that's already defined in the bylaws, you'll need to amend the bylaws.

In any event, an adopted motion remains in effect until it naturally expires, is scheduled to expire, or is rescinded or otherwise amended.
