Then it states at least 3 members must be present to transact any business. What would happen if less than 4 members were elected to the board who would be President, Vice Pres, Sec. Treas. Vacancies occur on boards all the time. If you have too few board members to achieve a quorum, then the board will be unable to conduct any substantive business. To compensate for this, the general membership could meet more frequently. Or you could fill the vacancies.You could also amend your bylaws to reduce the size of the board or alter its makeup. Depending on the size of your association, seven members seems like a reasonably-sized board so your real problem might be determining why no one is willing to serve.
