Council election someone term is to expire but that was not voted on

We had our council election and one of the members that their seat was to be filled was removed from the ballot. So now we need to replace them, because they should have been on the ballot with the other 4 does that mean we have to have a new election for all seats. Or can just one be filled.

From what I understand, 3 of 4 positions were elected, and the election for fourth position remains incomplete.

Only the last position needs to be elected, by completing the election, as soon as possible.
