What shoudl be done at that point? Who's responsibility is it to press for a yay or nay vote? Can a board member abstain? Is that treated the same as a "no" vote? It doesn't count as a vote at all. If you have 50 members present and 5 vote in favor, 4 vote against, and 41 abstain, the motion passes if it requires a majority vote. It would be improper for anyone (other than the member's own sense of duty perhaps) to pressure an abstaining member to cast a vote.
