Should spectators at a meeting be sitting with the board and speaking?It's entirely up to the board how to deal with non-members. They can let them sit with they board, they can seat them separately, or they can kick them out. The same goes for speaking; it is done entirely at the pleasure of the board. It requires a majority vote to let a non-member speak when there is no business pending, and a two-thirds vote to let them speak to a motion.
