Qualification of a no vote

Hello,

I am on a local school board and vote no on many things. Is there a way that after I vote no, that I can "qualify" my no vote?... I was told that as board members we are allowed to if the board votes 6-1, myself opposing can I say: "I would like to qualify my no vote" and then go into an explanation?... Thank you for your time.

The time to explain why you'll be voting "no" is during debate.
