As for explaining one's vote (or giving reasons for not voting) during the voting process -- this would actually be improper. The time for debate is before the vote is taken. It is improper to ask another member why he/she is voting a certain way, and it is also improper for a member to voluntarily pipe up and announce why he/she is voting a certain way.
