New members vote on continued matter?

Good afternoon,

I have a complicated question for you.

Two weeks ago we had a budget meeting at church. Several people who were not members attended the meeting and vocalized their dislike of the proposed budget. It was decided by the members to continue the meeting in one month, with no budget accepted.

Since that time, the non-members who were in opposition have decided to become members before the next meeting.

Since the meeting was carried over as opposed to being adjourned and a new meeting started, I am not sure if someone who was not a member when the meeting was called to order, and became a member subsequently, would be allowed to vote.

Anyone who is a member at the time the vote is taken can vote (even if they become a member in the middle of a meeting).
