David A Foulkes Posted February 24, 2012 at 12:35 PM Report Share Posted February 24, 2012 at 12:35 PM No. Once the motion is properly withdrawn, the second no longer applies. (see p. 40 l.8ff, RONR 1th Ed. for details)
Tim Wynn Posted February 24, 2012 at 01:54 PM Report Share Posted February 24, 2012 at 01:54 PM Dors a motion that is withdrawn need to have the second of the motion also be withdrawn? Before the motion is placed before the assembly, the maker can withdraw it on his own authority. After it is placed before the assembly, the maker must receive permission to withdraw it (unanimous consent or majority vote).Once a motion has been withdrawn, it can be made again, just as if it had never been made before.
