Our by laws call for our ED to be an ex officio member of the Executive Council of the board. The by laws do not specifically say the ED is a member of the board. If the Executive Council is the heart of the board, wouldn't it follow that you could not be a member without being a member of the board at large?

Not necessarily and apparently not in your case.

If your bylaws actually say that all Executive Council members are board members, then it would follow. If your bylaws don't make such a statement, then the ED is simply a member of the Executive Council.
