If you have a Board with 10 members, your quorum (by RONR, a majority of members) would be 6. That's how many members must be present to have a quorum. The other 4 can be absent for whatever reason, excused or not. But if 3 are excused absences, and 2 stay home, and only 5 show up, you don't have a quorum. Simple as that. Your rules may vary.
