Is a separate vote on question required if a recognized member calls question? There is one unrecognized member who is speaking without recognition from the chair and has had two previous times to speak. The chair puts the previous question to a vote. If a member properly gains the floor and moves the Previous Question (which requires a second, is undebatable/unamendable), the chair puts the question (the motion of Previous Question. that is) to a vote. It requires a 2/3 vote. If defeated, debate continues on the pending question. If adopted, debate on the pending question ceases and it is put to an immediate vote.As for a member speaking without recognition, especially having exhausted his right to speak (two times already), the chair should call him to order. I'm not clear on how this situation figures in to your question, though, nor where the Point of Order (your topic subject) comes into play.
