Is the assumption (from your numbers) that one ineligible person voted?

In that case, go ahead and count. If the one ineligible vote could have made a difference in the outcome, then you have a problem, and the entire vote would be null and void. If it couldn't have made a difference, the results of the vote are valid.

If this is an election, and there are mutliple offices/positions on one ballot, only those offices where the ineligible vote could have made a difference present a problem -- i.e. each election is judged on its own.
