It might to clarify what you mean by "speak at a meeting." Also, if you're talking about the president as the chairman (presiding officer) of the meeting, that's one thing. If you're just talking about the president as a member of the organization (who is not presiding over the meeting), that's another thing.

Generally, the president is the presiding officer at meetings. While at small board meetings (about a dozen or fewer in attendance) he can speak along with other members, but does not have "priority." At larger meetings, of both membership and board, his contributions are limited (meaning he doesn't sit silently by) and does not speak in debate on motions, if that is what you're talking about. There are rare exceptions where the chairperson does in fact speak, and even has "priority", so it might help to know more about your circumstances.
