Before the minutes are approved they are simply the Secretary's notes taken during the meeting. They don't become THE minutes until approved, corrected or not. It is not uncommon for organizations to release the prepared notes for review in advance, but these should be conspicuously marked at *DRAFT* (or similar) to distinguish them from the final approved version.
