The constitution should specify how it is to be amended, including necessary vote margins. If the document is actually silent on this matter, amendments can be adopted 'by a two-thirds vote if previous notice has been given, or ... by a vote of a majority of the entire membership.' (RONR 11th ed. p. 581 ll. 4-7, describing the amendment process for bylaws which 'contain no provision for their amendment')

Any such adoption of amendments would have to take place at a quorate meeting, of course.

A two-thirds vote, as the term is used in the citation, refers to two-thirds of those members who are present and voting.

What percentage of membership is needed for constitution amendments? I have read quorum, and i have read 2/3rds membership. Could you clarify this?

To clarify, a quorum is the minimum number of members needed at a meeting in order to conduct business. It typically is not a voting threshold itself, such as a majority or 2/3 vote. Not sure where you "read" this, but you won't find such suggestion in Robert's Rules.
