Can the President make a motion for my Fire Company .

We average 10-15 members for a monthly meeting i would consider a small group

RROO state a president has all the powers of any member and can motions.Our bylaws say the President can not vote since he would break a tie by the members but nothing about making motions.

Your president, like any other member, is free to make motions. Whether he should do so is for your president to determine.

But a simple solution would be for another member to make the motion that the president wants to make. If no other member is willing to make it, it's unlikely it would be adopted.
