Or it sygnifies to put the motion into discussion?A second is merely an expression that the member making the second would like to see the motion discussed, and is just to make sure that one member does not hijack the assembly. The seconder of a motion is not necessarily expressing support---indeed, he may second the motion so as to defeat it (rather than let it hang around undecided).
