If it is permitted, unreturned ballots are abstentions. The vote requirement will determine the effect of an abstention. In general, a vote requirement is based on those VOTING, and abstentions have no effect. In a vote based on a percentage of the ENTIRE membership, abstentions will affect the result in the same way as a vote in the negative. Link to comment Share on other sites More sharing options...
