Our HOA Bylaws state the principal officers are Pres., VP, Sec. & Treas. A Director at Large was suggested by one of the new officers. What voting rights does the DAL have? What is their role on the board?

Well, you'll have to figure that one out for yourselves.

But note that all members of the Board of Directors are "directors". Some might hold other offices (such as President, Secretary, etc.) but that doesn't make them any more or less of a board member.

And those whom you describe as your "principal officers" need not necessarily be members of the board at all.

So if your organization wants to increase the size of its board beyond the four officers you mentioned (assuming they currently constitute the entire board), it's free to do so. And there's no need to refer to them as directors "at large". They'll simply be directors. With one hat instead of two.

And, of course, you'll need to amend your bylaws to make this change.

You only have a board if the bylaws or higher governing documents say so, and you only the board members that the bylaws or higher governing documents direct. Since you are talking about an HOA, be sure to check ALL of the governing documents, as you're likely to have several.
