revoting on issue from previous meeting

Can a President set aside a vote. If a vote was to remove a member and the president feels that keeping the person is not moral or ethical can they rescind the vote and call for a new one.

This sounds as though there was a motion to remove a member and the motion was defeated. A defeated motion can be made again at a future meeting, and, depending on the size and nature of the body, it may be permissible for the president to be the person to make the motion. However, that wouldn't mean that the vote on the previous motion is 'rescinded' in any way. As Mr. Wynn noted, the president has no unilateral authority to rescind/undo earlier votes. Beyond that, there is no point in trying to rescind a defeated motion... if nothing was adopted there is nothing to rescind.
