Can someone put an item on the business meeting agenda to be voted on that was voted on the previous month and did not get enough votes to be passed?

Your question hints at a misunderstand of the nature of an agenda in a deliberative assembly. There is no agenda until one is adopted inside a meeting of a session to which the agenda applies, and no single member has a right to place items on an agenda, since the agenda is adopted by the assembly.

In any event, RONR has no requirement that an assembly must have an agenda or that items must be on an agenda to be considered.

Yes, a defeated motion can be made again at a later meeting.

One individual ('someone') cannot decree that a particular motion will be voted on; in general, if no one seconds the motion then the motion doesn't even come before the assembly. Placing an item on the agenda is not a way for an individual to get around the normal requirements for processing a motion.
