Assuming this motion is being made at a meeting of the general membership as the result of the board's decision, the "reporting member" (who, presumably, is not only a member of the board but also a member of the general membership) makes the motion. Organizations often make the mistake of having the board "run" the meeting. The president should preside, with each member's vote having equal weight.
