Board presenting motion to floor, can they board first and second the motion presented from themselves?

Can a board, while presenting a motion to the floor, make the first and second to the motion for discussion, debate or voting which they are presenting?

Boards don't make motions; members make motions. Assuming this motion is being made at a meeting of the general membership as the result of the board's decision, the "reporting member" (who, presumably, is not only a member of the board but also a member of the general membership) makes the motion. And no second is required (assuming the board consists of more than one member).

The board is not present at the meeting of the parent body, though the members of the board may be present. Organizations often make the mistake of having the board "run" the meeting. The president should preside, with each member's vote having equal weight.
