We have many members that do not come to regular meetings for various reasons but these member pay their dues and want to be informed of our activities. Since we need a quorum to conduct business, we were wondering if we could designate these non-attending members as Members-at-Large or something else (with their permission), so that they would not be counted as regular members and it would be easier to get a quorum at our meetings.

It would probably be better to amend your bylaws to reduce the quorum.

Depending on the numbers involved you might also want to consider creating a board (e.g. a board of directors) to meet frequently while the general membership meets, say, only once a year. If, for example, the same dozen members always show up at meetings, elect them to the board. Board meetings will have their own quorum requirement (e.g. two-thirds of the board members) and you'll only need to worry about a quorum for the general membership meetings once a year.

Just out of curiosity, what's the current quorum requirement for meetings of the general membership and how many members do you have?
