So if this committee of yours had 10 people and a quorum is a majority, you'd need 6 (more than half as David explained). But if you had a couple of vacant seats on the committee (as you indicate) you would count the 8 members, not the 10 seats. So you'd need 5 to make a quorum instead of 6.
