Trina Posted September 27, 2012 at 02:35 PM Report Share Posted September 27, 2012 at 02:35 PM Under the rules in RONR, a nonmember (of the board) could be allowed to speak at a board meeting -- with the permission of the board (permission can be given by means of a motion, or through unanimous consent). The board could even decide to suspend the rules so as to allow the nonmember to make a motion and/or to speak in debate on a motion. The nonmember cannot be allowed to participate in voting.Limitations on content, time, whatever would be set by the body that is allowing the nonmember to speak.The nonmember does not have any right to speak at a board meeting, simply by virtue of being a member of the larger organization.
