Trina Posted November 10, 2012 at 11:20 PM Report Share Posted November 10, 2012 at 11:20 PM If there is no vice-president (or, I suppose it would be a vice-moderator in this case) present, the moderator could turn the chair over 'to some other member... whom the chair designates (and who is assumed to receive the assembly's approval by unanimous consent unless member(s) then nominate other person(s), in which case the presiding officer's choice is also treated as a nominee and the matter is decided by vote).' (RONR 11th ed. p. 395 ll. 7-13). See also pp. 452-453 regarding temporary occupants of the chair. If, by 'guest moderator' you mean someone who is not a member of the assembly, I believe the same process would be followed -- i.e. the chair can suggest his choice of a chair pro tem, but the chair's suggestion remains subject to the approval of the assembly.
