A reply to the President was to be Yes or No. Can a vote be sent out to a group's membership via email without being in a formal setting? If so, how is a quorum established? ThanksIt's s fundamental principle of parliamentary law that the right to vote is limited to members who are present in a meeting at the time the vote is taken.
