RONR doesn't endorse absentee voting (e.g. voting by mail) so most of the details are left up to each organization. if everyone voted in person, what would matter was whether the intent of the voter could be determined, not necessarily the kind of paper the vote was written on. With absentee voting it gets trickier determining whether a particular vote is legitimate or not. If people start making their own ballots it becomes difficult, if not impossible, to determine whether multiple ballots are being submitted by the same person. The bottom line: you're on your own. Per RONR the return envelopes have the member's name and address on it and are checked against a membership list so only one vote per person would be allowed. The issue is the election ballot itself. Let's say the dog ate the election ballot and a new ballot in printed from the computer with all the necessary information except that the paper does not have the organization's logo on it and is obviously not the original.
