Poor behavior, secret meetings by President/vice president and other board members?

Not Incorporated/elected board members/mobile home park for seniors/severely damaged by Hurricane Irene Aug 2011/being told by town mngr. we will have to leave within 3 yrs upon notice - if and when grant from MEMA is approved to buy park. Owner of mobile home park will do same if town does not get grant to buy property. Deal by mobile home owners was given to town first, not tenants, as far as I know. PROBLEM #1 - elected officials and board members of Tenants Association has not made herself available for information as to what is being done for tenants. Calls are not answered, nor is there an ability to leave a message. We used to be able to do that.

PROBLEM #2 No one is taking any calls from anyone who is NOT sitting the board. However, there are a select few that have elected official's unpublished phone # and tell you they will give message to her. Meetings have been held, whereby regular members are not informed or invited to attend. Weeks went by after town manager held a meeting with tenants, no word from elected official or board members. Elected official (only) owns mobile home in park, but does not live there on a full time basis. She lives outside of the park with her ill husband.

Finally, PROBLEM #3 elected official and board members held a 1 day notice meeting. Elected official hired local Police Officer to maintain peace and order... anyone violating would be escorted out. MEETING WAS NOT CALLED TO ORDER - elected offical immediately accused an innocent member of passing out flyers "not approved" by her. She did not apologize to him but turned and loudly accused another member trying to buy the property and asked if "it was true". Elected official continued to badger member and then asked all to raise their hands if they had heard about this information. Out of forty people, 3 raised their hands. They were all board members, including elected official.

I raised my hand, even though the MEETING WAS STILL NOT CALLED TO ORDER. I wanted to object to officials "witch hunt and accusations", which I thought were improper behavior. I held my hand up for a good 10 to 12 minutes, but she ignored me. Without looking, she told me to "put my hand down, it is not the time to ask questions" I got mad and muttered what a travesty this was... left the room, but came back in and loudly apologized to the woman for elected official's poor and rude behavior. I left the room, elected official called out my name, but I continued to leave. AGAIN, THE MEETING HAD STILL NOT BEEN CALLED TO ORDER!

I found out later, elected official had hollered for the policeman to escort me out, but I was already gone. I did not want to be a part of the fiasco she created. I later found out she had taken donated money for the Mobile home park, and put it in a 'special' account in her and her husband's name. She told everyone what she had spent that money on. THIS IS MONEY MEANT FOR THE PARK, SHE SHOULD HAVE CALLED MEETINGS FOR A VOTE EACH TIME SHE WANTED TO SPEND THE MONEY. SHE DID NOT DO THAT!!! what do I do???? I feel so helpless.

This forum focuses on parliamentary procedure with an emphasis on Robert's Rules of Order Newly Revised. And while it seems there are/were some problems with how your "elected official" and your "board members" have conducted things recently, it seems you have a much much larger legal issue, for which you (and perhaps others there) really should seek the advice of a lawyer, and soon. However, stay tuned for some possible parliamentary insights.
