Are you asking if a nonmember can be assigned the duty of taking the minutes for the meeting?Or are you asking if a nonmember can take his own personal notes during the meeting? Either could be a nonmember of the association. If this is the duty of an individual who is present, the rules could be suspended to assign the duty to another, whether that person is a member or not.
