How do you know a minority replied in the affirmative? Why does this Board member get to cast a deciding vote?Why is there a deciding vote? Was there a tie? How would you know unless the vote was counted?Sorry for all the questions. I'm in training to be a guest talk show host. Plus, I'm very confused by your post. How would you know unless the vote was counted?One possible scenario:There are six members present. The chair says, "All in favor say 'aye'". Two members (a minority) say "Aye".
