I don't think I'm familiar with the exact phrase "suspending the orders of the day," but the assembly may deviate from its order of business by a 2/3 vote. This might include, for instance, taking up items outside of their usual order or extending the time for the pending motion when the time for a special order arrives. Since a special meeting is limited to conducting the business in the call of the meeting, it's unlikely that such a motion will be of much use in a special meeting.
