See RONR, 11th ed., pgs. 588-591 for some Principles of Interpretation. RONR doesn't have "alternate" board members, so it doesn't address that specific issue. Even if your bylaws do not grant the board the authority to outright refuse the alternate, however, the board can certainly remove him from a particular board meeting for disruptive behavior, since it could even do that for full members of the board. The board could only remove the alternate from the rest of a single meeting under that rule, however, so it would need to address the behavior on a meeting by meeting basis.
