question about standing rules

we have a situation where our recent past as well as present BOD has passed many different rules where one rule may conflict with all, or in many cases just part of another previous rule without rescinding anything. so which rule should be followed the old or new?

Generally speaking, if a standing rule conflicts with a standing rule previously adopted, and the earlier rule has not been rescinded or amended, the earlier rule prevails and the later rule is null and void. If it can be proven, however, that the later rule was adopted by the vote required to rescind or amend the previous rule, then the later rule is valid and takes precedence in any area where the rules conflict, but the earlier rule remains in effect wherever there is no conflict. See Official Interpretation 2006-17 for more information.
