If that is so then is limit debate then debatable and amendable "If a motion proposing to change the regular limits of debate (for any length of time or during the consideration of one or more particular subjects) is made while no question is pending, such a motion is not the subsidiary motion to Limit or Extend Limits of Debate, but is an incidental main motion (although it requires a two-thirds vote for its adoption, just as the subsidiary motion does)." (RONR, 11th ed., p. 192) So the answer to your question is yes, it is an incidental main motion if made when no question is pending, and is debatable. Motions to limit debate are always amendable.
