Hoa board recently passed a motion to not act on a county proposal.  New information cming to  board member who voted with others to not approve the county proposal calls for reconsideration of the previous board motion.  How can the board member open the board to new discussion on the county proposal addessed in the previously approved motion?

Well, first you say the board adopted a motion "to not act on a county proposal", and then you indicate that it was a motion "to not approve the county proposal". It must have been either one or the other.

In either event, your board will need to either amend or rescind that which it previously adopted. Take a careful look at what is said on pages 305-310 of RONR, 11th ed., concerning motions to Rescind or to Amend Something Previously Adopted.
