Our club President and Secretary stepped down.  Regular elections are not for another year and a half.  The Vice President claims that, according to Robert's Rules, this automatically makes him the President.  is this true?

Yes, according to RONR, "in case of the resignation or death of the president, the vice-president ... automatically becomes president for the unexpired term, unless the bylaws expressly provide otherwise for filling a vacancy in the office of president." (Page 458, lines 8-13).

I omitted language about the case where there is more than one VP.

I agree, but would the slight caveat that the resignations must be accepted before they are effective (it is not clear that this has yet been done).
