If a resolution is passed by the county commission and is acted upon immediately can a commissioner bring a resolution at the next monthly meeting to rescind the previous vote?

As a general rule, an adopted resolution may be rescinded at the next meeting. Since you say that it was “acted upon immediately,” however, I should add that a motion may not be rescinded “When something has been done, as a result of the vote on the main motion, that is impossible to undo. (The unexecuted part of an order, however, can be rescinded or amended.)” (RONR, 11th ed., pg. 308)

The commission might also have its own rules on this subject.
