Check the bylaws. If they say your board members serve some period of time "and until their successors are elected," then their terms will not expire until you elect new members. Otherwise, the positions will stand vacant and the election incomplete. The nuclear option is moving to dissolve the organization, which might scare up some volunteers.

Often, reluctant members, if actually nominated or elected, agree to go ahead and serve. They just aren't willing to volunteer to do so. I would suggest nominating people anyway in the hopes that they won't decline. Then, if elected, it is possible that those who were nominated will agree to serve once they are elected.

In addition, write-in votes should be permitted and if someone is elected by means of a write-in vote he will quite often agree to serve
